ULEZ in Harrow: A Practical Guide for Local Drivers

The Ultra Low Emission Zone (ULEZ) now covers all London boroughs, including Harrow. Drivers of non-compliant vehicles must pay a daily charge of £12.50 to travel within the zone, which operates 24 hours a day, seven days a week.

What ULEZ Means for Harrow Residents

Transport for London (TfL) expanded ULEZ to outer London boroughs in August 2023. The zone now encompasses the entirety of the London Borough of Harrow, meaning any journey within the borough boundaries by a non-compliant vehicle incurs the charge. The only exception is the M25 motorway, which is exempt even where it passes through the zone.

The scheme targets vehicles that do not meet specific emissions standards. For petrol vehicles, this generally means those registered before 2006 that do not meet Euro 4 standards. For diesel vehicles, the threshold is Euro 6, which typically excludes vehicles registered before September 2015. These standards relate to the maximum amount of pollutants a vehicle can emit.

Checking Vehicle Compliance

Drivers can check whether their vehicle meets ULEZ standards using TfL's online compliance checker. The tool requires only a vehicle registration number. TfL advises that the checker results are a guide and that the registered keeper remains responsible for ensuring their vehicle meets the required standards.

The £12.50 Daily Charge

Non-compliant vehicles driving within the ULEZ boundary must pay £12.50 per day. The charge applies to cars, motorcycles, vans, and specialist vehicles up to 3.5 tonnes. Heavier vehicles, including lorries over 3.5 tonnes and coaches, are subject to the separate Low Emission Zone (LEZ) charges.

Payment is due by midnight on the third day following the journey. Failure to pay results in a penalty charge notice (PCN) of £180, reduced to £90 if paid within 14 days. Drivers can pay online, by phone, or set up Auto Pay, which offers the advantage of capping charges at a certain number of days per year and reducing the risk of receiving a PCN.

ULEZ Exemptions and Discounts

Certain vehicle categories are exempt from ULEZ charges. These include vehicles in the disabled tax class, historic vehicles over 40 years old registered with the DVLA, and certain agricultural and military vehicles. Residents living within the ULEZ are not exempt from the charge, though specific grace periods may apply to those with vehicles registered at addresses within the zone at the time of expansion.

TfL operates a scrappage scheme for individuals and charities. The Mayor of London's ULEZ scrappage scheme offers financial support to those looking to replace non-compliant vehicles with cleaner alternatives or to scrap them entirely. Eligibility criteria apply, and applications are processed through TfL.

Impact on Air Quality

TfL reports that the ULEZ expansion has contributed to reductions in nitrogen dioxide (NO₂) concentrations. Across London, NO₂ levels have fallen by 27 per cent compared with a scenario without the ULEZ, whilst outer London has seen a 24 per cent reduction. Harrow, as part of outer London, benefits from these improvements in air quality.

Harrow Council Transport Initiatives

Harrow Council is separately pursuing traffic-calming measures that complement the ULEZ. A 21-day statutory consultation took place in Spring 2025 regarding proposed 20 mph zones on Northumberland Road, Manor Way, Radnor Road, and Sandringham Crescent. The council has also approved a new zebra crossing on Porlock Avenue near Whitmore High School, with construction scheduled for Summer 2025.

The council's School Streets programme, launched in September 2020, restricts vehicle access near schools during drop-off and pick-up times. This scheme is enforced by automatic number plate recognition cameras. Residents and businesses within the restricted areas can apply for virtual permits to maintain access.

What This Means for Harrow Drivers

For residents who drive regularly within Harrow, checking vehicle compliance is the essential first step. Those with non-compliant vehicles face an annual cost of £4,562.50 if driving every day, making vehicle replacement or the use of public transport a financially significant consideration. Harrow is well served by the Metropolitan line, with stations at Harrow-on-the-Hill, North Harrow, and others providing connections to central London and beyond. Bus services also operate throughout the borough.

The ULEZ operates independently of the Congestion Charge, which applies only to central London. Drivers passing through Harrow on their way to central London may face both charges if their vehicle does not meet the respective standards.
