Harrow to Install 100 On-Street EV Chargers in Driveway Equity Push

Harrow Council has announced plans to install 100 on-street electric vehicle charging points across the borough, targeting residents who lack private driveways. The scheme, developed in partnership with Trojan Energy, was announced on 17 December 2025 and supported by government funding through the On-Street Residential Chargepoint Scheme (ORCS).

Addressing the Driveway Divide

The infrastructure investment aims to close a gap in EV accessibility. Residents with off-street parking can install home chargers with relative ease; those in terraced houses or flats without driveways have historically faced significant barriers to EV ownership. The council said the new chargers will allow more residents to charge vehicles near their homes.

How the Technology Works

The Trojan Energy charging points operate at up to 22kW, providing fast charging capability. A distinctive feature is the retractable design: the hardware sits flush with the pavement when not in use, reducing street clutter and trip hazards. Users connect via a personal adapter rather than requiring smartphone apps or payment cards, which the council said would simplify access for residents.

Scale and Funding

The 100-unit rollout represents one of the larger on-street charging commitments by a London borough. The project was made possible through ORCS funding, a government programme specifically designed to help local authorities install EV infrastructure for households without private parking.

Cllr David Ashton, Cabinet Member for Finance and Highways, said: "This will be welcoming news for residents. Not everyone has a driveway, so this is significant infrastructure that will help those charge their car near their home."

Ian Mackenzie, Chief Executive of Trojan Energy, said: "We're pleased to be partnering with the London Borough Harrow to deliver our clutter-free on-street EV charging to more residents."

Local Context

Harrow's housing stock includes substantial areas of inter-war terraced and semi-detached housing, particularly in wards such as Wealdstone, Kenton, and South Harrow, where off-street parking is limited. The council has not yet published a ward-by-ward installation schedule.
